Black Forest is an unincorporated, semi-rural community spread across roughly 60 square miles of dense Ponderosa pine woodland at elevations ranging from 6,800 to 7,400 feet northeast of Colorado Springs. The 2013 fire burned over 14,000 acres and remains a defining event for the community — many residents rebuilt on their original lots, but the surrounding landscape still shows the patchwork of burn scars that alter how stormwater moves through the terrain. In unburned areas, the dense forest canopy traps snow that melts slowly through spring, creating saturated soils that push groundwater against foundations for weeks at a time. Most Black Forest properties are on individual well and septic systems, which adds complexity to any water damage event: well pumps can fail during power outages caused by storms, and septic systems can be overwhelmed during flood events, creating biohazard conditions.
